Your Collective Bargaining Agreement is going to expire in 60 days. Now what?
The National Labor Relations Act requires that employers or the representative of the employees who are covered by a collective bargaining agreement provide written notice to the other party 60 days prior to the expiration date of a proposed termination or modification of a collective bargaining agreement.  The Act also calls for notice to be provided to the Federal Mediation and Conciliation Service (FMCS) and a similar state agency, which in our state would be the New Jersey State Board of Mediation (NJSBM).

The Notice to Mediation Agencies (F-7 Notice) should be initially submitted to FMCS through the link provided on their website. Upon such submission, you will receive a confirmation number and have the option of printing or saving your completed F7 form. That same completed and confirmed form should then be submitted to the NJSBM via email addressed to NJSBM-F7@dol.nj.gov . All submissions will be confirmed by the NJSBM with a response within five (5) business days.
